In order to understand whether cynism is anarchy, we must first answer the question of what is meant by anarchy. First of all, there are two directions of people who claim to be representatives of anarchy.
There are those who reject every form of domination and exercise of power. These are those whom Nietzsche calls victims of slave morality, the last man. “No power for anyone” is, for example, the title of a German political song from the 70s. And that is exactly what is meant by those people. No one should be allowed to exercise power over another, everyone should be equal. Bakunin, for example, would be a representative of such an “anarchist” utopia.
And indeed, the claim of this form of “anarchy” has long been mainstream. Of course, it is an expression of the values of the rulers.
Understood in this way, cynicism would not be anarchism.
But there is another definition: the rejection of domination, precisely through empowerment. Nietzsche with his Will to Might or Max Stirner with The Ego and his Own stand for this form of anarchy.

Gustav Landauer
The late Gustav Landauer was also almost one of us in the time before his murder. Above all, his distinction between a follower of an anarchist utopia and an anarchist is also essential for us. For Landauer, too, one becomes an anarchist through self-realization, which then automatically (cf. the invisible hand) leads to a community free of domination. His interpretation of the arche term in anarchism as “becoming without beginning” also refers to our matriarchal cyclical worldview which goes back to the beginning of Western philosophy with Heraclitus, which stands in contrast to the patriarchal proposition of the reason. Like us, Landauer also understands the mythical possibility of gaining Eternal Life in the here and now, which is different from the illogical! “eternal life after death”, which has a beginning. Finally, the late Landauer is also no longer an existentialist, but sees us in every respect as heirs of our ancestors, whose power we are permanently and respectfully exposed to.

In summary, cynicism is exactly that: the philosophy to a practice of anarchy, precisely as empowerment against structures of Rulership that oppose my self. Cynism is the mother of Anarchy.
